1. Let’s start with a quick summary of the Planning Board meeting. Generally, it was no big deal. As the Times’ Matt Butler and the Journal’s Matt Steecker relay, the revised City Centre plans were generally acceptable, though in light of the recent Toronto vehicular mass causality event, some concern was expressed about having outdoor spaces without protective bollards in place. Gee, and we all thought runaway trucks were bad enough. It seems the board was also not happy about the “Dark Ash” color on the Hilton, whose revised color palette I called “the embodiment of an Ithaca winter” in last week’s post. Everything else pretty much moved forward to next steps in the approval process with only minor commentary.

I have it on good word next month’s meeting will be more interesting, but let’s see if I eat those words in a few weeks.

2. A pair of news notes courtesy of the Ithaca-Tompkins Regional Airport. For one, the airport is being pressured by airlines to lengthen the Jetways to accommodate larger planes (sorry to thefolks to the email blast, I initially wrote runways). That’s actually a good problem to have in that most airport opt to expand in an effort to lure traffic, they don’t usually have airlines asking them to please expand so they can bring more passengers in and out. Longer Jetways, or jet bridges (apparently Jetway is trademarked the way Kleenex is) allow larger aircraft to be serviced at the terminal.

The other bit is kinda related – Ithaca is a destination for national and international travel, thanks to the colleges (researchers, students and their families) and tourism. The county is also one of the very few east of the Mississippi whose largest minority group identifies as Asian descent, and over 9,000 students at the local higher ed institutions identify as Asian. The county is hoping to grow its share of Asian and especially Chinese international visitors, since they spend an average of $15,000 when visiting the United States, and local businesses would like to encourage their local patronage.  A welcoming event is planned for May 9th, as well as cultural welcoming training and events.

The initiative is being paid for with a $30,000 grant from the local tourism board, as well as money from other organizations like the airport. The airport benefits not just from the travel inbound and outbound, but airlines base their needs on the entire travel route – the more international an airport’s clientele, the more lucrative it is per seat for an airline. That’s a big reason why airlines tend to favor Ithaca-Tompkins for retention and expansion over Elmira-Corning and Binghamton’s more domestic clientele.

3. Let’s take a look at what went on the market this week. For the potential homebuilder, the 9.75-acre “Brian Lane” subdivision in the Eastern Heights neighborhood in the town of Ithaca. To quote the listing from Howard Hanna RE (courtesy post from First Tioga Realty’s Roger Katchuk):

“Prime Development opportunity in one of the great sub divisions in the Ithaca market, Eastern Heights. Area of nice homes. Minutes to Cornell & Ithaca Colleges. Minutes to down town Ithaca. Preliminary approval and document work done by developer with the Town of Ithaca.”

The back story behind this is that it was the larger half of a single-family housing development that never got off the drawing board. The Frandsens, who developed much of Eastern Heights, have owned the land since the 1960s, and developed it out in phases, with John Street being the last major addition. The unapproved plan back in 2007, and then the approved version in August 2012, was to develop this parcel out into sixteen lots, a stormwater lot and a street (called “Brian Lane”, which is a “paper road”. Although originally approved in July 1986 with John Street, a good chunk of Eastern Heights was never built out as intended, but the proposed roads are still shown on maps). The other half was “Edwin Lane”, a six-lot subdivision which also never got off the ground. A neighbor actually did what pro-development folks say neighbors should do if they don’t like a project – make an offer to buy the land. They did, it was accepted, and the land was reconfigured and sold to the town for use as a future park, hence the thin red lot reconfiguration lines in the tax assessor’s map above. There were concerns about the steepness of Brian Lane and the length of the cul-de-sac, though nothing that was insurmountable.

For context, while there has not been any recent attempt to develop the land to the east, the land to the south of the property has been for sale for a few years, and marketed for development potential – in fact, the 26-unit concept sketch shows single-family home lots on Brian Lane. In theory, a very proactive developer could buy both.

However, while the 9.2 acre Slaterville parcel comes with a house (1564 Slaterville Road) and is going for $949,000, the listing price here is only $295,000. For reference, the 2018 Assessment value is $121,100.

By the way, random fact of the week – although she now lives in Penn Yan, NY-23 congressional candidate Tracy Mitrano served for ten years in the late 1990s and early 2000s on the town of Ithaca Planning Board.

4. Now for the other notable new listing of the week. 501-507 South Meadow Street in the city of Ithaca is back on the market. This would be the second time it shows up on the blog. The first was when CFCU bought the 0.63 acre parcel for $1,555,550 back in March 2015. At the time, CFCU planned to eventually redevelop it for its own needs, likely a new headquarters. However, that plan was cancelled when they decided to renovate and move into Bank Tower on the Commons instead. Being excess property they no longer have use for, they’re putting it on the market for $2.49 million, a hefty markup from what they paid. The tax assessment is not so lofty – only $1.2 million.

The one-story, 9,203 SF of strip-style commercial space has housed offices and restaurants, and is in the city’s flexible SW-2 zoning. Mixed-uses allowed, with pp to 5 floors/60 feet, 60% lot coverage, and the only required setbacks are rear yard (10-20 feet depending on parcel). It definitely has potential for something interesting. We’ll see what happens.

5. Let’s take a look on the flip side of the sales coin- actual sales. Visum Development Group’s Todd Fox sold the first building he ever built this week, a duplex on South Hill. Click the link to Visum’s Facebook account for one of those “bootstraps” kinda stories about how he had little money and little idea if it would pan out.

Fox definitely got his money’s worth. 644 Hudson Street and 211 Columbia Street to rental investor Suzanne Roberts for $835,000 – substantially more than the combined assessment of $700,000, but the sale takes into account rental income potential, especially 644 Hudson, which is a stone’s throw from Ithaca College. Being newer buildings (2010 and 2012) also helps, since there’s no long-term deferred maintenance to speak of.

Flash forward to the present, and Fox’s company Visum, by one measure the fastest growing business by revenue in upstate NY, has construction valued in the tens of millions underway, with much grander plans. No doubt the money from this sale would help pay the upfront costs to carry some of the incubating projects through the design, engineering and legal/project review phases.

6. Here’s a quick rundown of planning board items from around the county. The town of Ithaca’s PB will be reviewing a plan to create three new home lots on Orchard Hill Road on West Hill, and a “reaffirmation of SEQR determination” for the Sleep Inn just getting underway at 635 Elmira Road. The reaffirmation is because the zoning variance expires in a couple of months, and that was a close vote they’d rather not repeat. Nothing has changed with the project itself.

Over in Dryden, a few minor projects will be up for review. The United Auto Workers wants to purchase 1495 Dryden Road and do a pair of small office space additions totaling 816 SF that would require board approval. A concept plan will be shown for a “development idea” for 44 acres next to 1502 Ellis Hollow Road that would create an ~10 building, 5-7 dwelling “small-scale intentional community within an ecological paradise“. Some market-rate some affordable at 80% area median income, passive solar timber frame/straw bale homes, micro-enterprise (farm stand) options with minimal land disturbance. The question to be discussed at the meeting is whether for-sale lots under conservation zoning or leased space works better. A contractor yard wishes to expand with a new pole barn and parking at 1756 Hanshaw Road (to be reviewed in May) and Camp Earth Connection at 63 and 129 Hammond Hill Road would like to build a 600 SF cabin for bunking, and potentially 6-8 more small cabins and a small lodge over the next several years. Camp Earth Connection is a hybrid of a campground, a retreat center and passive recreation facility.

Ulysses and Danby have some minor lot subdivisions, and Ulysses also has review of zoning language for an outdoor boating sales and storage operation.

 

 





News Tidbits 4/7/18: A Day Late and A Dollar Short

1. It appears the Sleep Inn hotel is moving forward. Building permits for the 37,000 SF, 70 room hotel at 635 Elmira Road were issued by the town of Ithaca on March 23rd. According to the town’s documentation, the project cost is $4.1 million, though it’s not 100% clear if that’s hard costs (materials/labor) and soft costs (legal/engineering/design work), or just hard costs alone.

The Sleep Inn project was first introduced in Spring 2016, and underwent substantial aesthetic revisions to a more detail, rustic appearance. Even then, the project was barely approved by the Planning Board, which had concerns about its height, relatively small lot size and proximity to the Buttermilk Falls Natural Area. The hotel’s developer, Pratik Ahir of Ahir Hotels, co-owns the Rodeway Inn further down Elmira Road. Both the Rodeway and Sleep Inn are Choice Hotels brands, so although the Sleep Inn brand is new to the area (and uncommon in upstate New York), it’s not as unusual as it seems. Given the size, a 12-month buildout seems reasonable. Look for updates as the project gets underway.

2. In a similar vein, the gut renovation and expansion at 1020 Craft Road now has a building loan on file – $1.88 million as of April 3rd, courtesy of Elmira Savings Bank. The existing 10,500 SF industrial building has been gutted down to the support beams, and will be fully rebuilt with an additional 4,400 SF of space. The project is being developed and built by Marchuska Brothers Construction of Binghamton. According to the village of Lansing and the developer, the project will be occupied by multiple medical tenants.

3. The problem with tight publishing deadlines is that if a quote doesn’t arrive in time, you can either put it in afterward as an updated statement, or it gets left out. So on the heels of the report that Visum Development Group is upstate New York’s fastest growing company in terms of revenue (Inc.com’s guidelines were three-year period 2014-16 and at least $100,000 in revenue to start), I wanted to share this for those who might have missed the article update. The statement comes courtesy of Todd Fox, who was asked for comment and responded the following day.

“I would love to acknowledge the Visum team because without them I would never be able to accomplish what I am doing. I’m blessed to have the most passionate and talented people I have ever met. Chris Petrillose is my longest running team member and is the backbone of operations. I also want to acknowledge Patrick Braga, Matt Tallarico, Marissa Vivenzio, and Piotr Nowakowski. They are all rock stars and deserve so much of the credit for our success!

We are currently looking to expand into several new markets, which are as far south as Sarasota Florida and as far west as Boise Idaho. For the Ithaca market, we are essentially hitting the breaks on student housing for Cornell, as we beginning to experience some softening in the market. Our new focus is on for-sale condos and moderate-affordable rentals. We actually have multiple properties under contract and plan to bring about 1,000 to 2,000 new beds online over the next several years.”
Note the last parts. The market for student housing if softening. Visum will focus on for-sale condos and moderate-affordable rentals, things Ithaca could use more of, and 1,000 to 2,000 beds would certainly make a dent in the housing deficit. Of course, proof is in the pudding, so we’ll see what happens over the next several years.

4. The town of Ithaca was less than pleased about Maplewood’s request to extend indoor working hours until 10:30 PM. Labor, weather and building supply (wood frame) issues were cited as reasons for the needed extension. The Ithaca Times’ Matt Butler, who was at the meeting, provided this quote:

Yikes. The “happy medium” the board finally gave in to was construction until 9 PM on buildings interior to the project site, away from the main roads. The tradeoff is that EdR and Cornell now expect to not have some of the later structures ready until August 20th, practically move-in day for all of Cornell’s on-campus undergrads.

5. Readers of the Voice and Times will know that the county is pursuing some of the $3.3 billion in federal dollars earmarked but not yet disbursed for opioid crisis treatment. While a temporary addiction facility is being prepared, there are plans in the works to open a detox and stabilization facility in Tompkins County. Unfortunately, it needs much more funding to move forward. The new facility will cost $11 million to build and make operational, and so far about $1 million has been received so far in grants.

For the purpose of this blog, I asked about the design beside Angela Sullivan and Senator Schumer – it is a conceptual design for demonstrative purposes, and a location for a new facility has not yet been fully determined. However, they intend to send a press release once a site has been selected.

By the way, the green logo at lower right is a giveaway on the architect – that would be Ithaca’s HOLT Architects, who are specialists in healthcare facilities.

6. New to the market this week, “Clockworks Plaza” at 402 Third Street in the city of Ithaca’s Northside neighborhood. The 12,821 SF building was one of the few sizable buildings built in Ithaca in the 1990s (1993, to be exact), and is on the market for $2.6 million. The current owner, masked by an LLC, bought the property for $1.5 million in April 2016, the same value for which it is assessed.

That came up on the blog here. The buyer was Steven Wells of suburban Boston, who purchased the property in a buying spree that also included 508 West State Street (former Felicia’s, empty at the time) and 622 Cascadilla Street. 508 West State is now rented by Franco’s Pizzeria. Zaza’s still occupies 622 Cascadilla.

As I wrote at the time of sale:

“They all have different owners, and they’re in varying physical conditions. The only thing that unites these three properties is all that are in areas the city as ripe for redevelopment for urban mixed-use in the Comprehensive Plan. Felicia’s was upzoned in June 2013 to CBD-60, permitting a 60-foot tall building, no parking required. 622 Cascadilla is WEDZ-1a, allowing for five floors and no off-street parking requirement. Lastly, 402-410 Third Street is B-4, 40′ max and 50% lot coverage, but allows virtually any kind of business outside of adult entertainment. Those are some of the city’s more accommodating zoning types, so we’ll see what happens moving forward. At the very least, the public relations game will be starting from behind the proverbial eight ball.”

The reason why the public relations game was ‘behind the eight ball’? He was the guy who sold 602 West State Street and adjacent low-income housing properties to Elmira Savings Bank. There were accusations that the transaction between Wells and the bank was poorly handled, with claims that the lease terms of existing tenants were changed improperly, and tenants not being told their homes were being sold. It’s not clear it that’s accurate, because no one would share their documents to prove their claims. But what is clear is that this created a nightmare situation.

 

7. It looks likely fewer people will be living in City Centre than first intended. The initial 192-unit mix was 61 studios, 78 one-bedrooms and 53 two-bedrooms. The newly-proposed mix is 33 studios, 120 one-bedrooms, and 39 two-bedrooms. It also appears the retail space has been reconfigured from four spaces to three, though the overall square footage appears to be about the same. There are some minor exterior changes proposed as well; paver colors, lighting, the types of metal panel used (Alucoil to Overly Dimension XP and Larson ACM panels), landscaping, and exterior vents. Assuming the PDF is accurate, the panel change is slight, but gives the building a slightly darker grey facade. Some of these changes are in response to code and safety discussions, others are likely value engineering.

8. From the city’s project memo, we see Greenstar’s new store (which is going into the Voice) and a pair of new if small projects.

The first is that it appears Benderson is expanding South Meadow Square again. Along with the pair of endcap additions underway, the Buffalo-based retail giant is looking to add a 3,200 SF addition to the west endcap of one of its smaller retail strings. The addition is on the Chipotle/CoreLife strip, next to Firehouse Subs. The dumpster enclosure currently on-site will be relocated to the Panera strip across the road to make room for the building, which will be flush to the sidewalk with…a blank wall. Seems like a bit of a missed opportunity there. The 35′ x 92′ addition has no announced tenant, though 3,200 SF is reasonable for a smaller restaurant or retail space (Chipotle is 2,400 SF, for instance, and Panera 4,100 SF; the stores in this particular retail strip, which includes a vitamin store, tanning salon and barber shop, are in the range of 1,380-4,089 SF). The total project cost is only $132,000, and no construction period is given in the Site Plan Review document.

The second is a “pocket neighborhood” in Northside. Barken Family Realty of Ithaca is planning to renovate two existing homes at 207 and 209 First Street, and add a new 2,566 SF two-family home behind the properties. They would be set up as a “pocket neighborhood”, consolidated into a single tax parcel with a common area, picnic tables and raised plant beds. The fence would be repaired and the gravel driveways improved. No demolition is planned, but five mature trees would come down to make way for the new home (6-8 new trees will be planted).

Hamel Architects of Aurora designed the new duplex, which is intended to quietly fit into the neighborhood context. Each unit will be two bedrooms. The $265,000 project would be built from October 2018 to March 2019.

9. We’ll finish this week with a potential new build. The above project was first showcased on STREAM Collaborative’s Instagram at an early stage. It is a 3.5 story, 11,526 SF building with 10 units (6 one-bedroom, 4 two-bedroom), and the two one-bedrooms on the first floor are live-work spaces – the front entrances are workspaces for home businesses. It is proposed along West Seneca Street, and only the south side of West Seneca allowed for mixed-uses like live/work spaces. Materials look to be Hardie Board fiber cement lap siding and trim. The design is influenced by other structures along West Seneca, and a bit from STREAM architect Noah Demarest’s time with Union Studio in Providence, Rhode Island, where he worked before setting up his own practice back in Ithaca – there are similarities between here and Union Studio’s Capitol Square mixed-use design in Providence.

The project actually was sent with its name and title, but fingers crossed, it will be part of a bigger article.

 

 

 





Maplewood Redevelopment Construction Update, 2/2018

There is so much going on here – it kinda blows my mind because a development of this acreage and number of units is extremely rare in a place like Ithaca, where highly subdivided lands make large acreages difficult to find or assemble, the financial and labor capacity for a large build is limited, and review processes are stringent and rather burdensome. With the exception of a few townhouse strings towards the middle and the community center, it looks like almost everything else has moved into the framing stage. In contrast to the renders, the townhouse strings are showing greater color variation in their brick and fiber cement panels – some are navy blue boards and orange-red brick , while others are jade green boards with maroon brick. Same goes for the apartments, some of which have a navy/orange-red scheme, while others are faced in different shades of grey panels. This helps to create more visual interest and differentiation between otherwise similar structures.

Embedded below are a couple of mock-ups from the on-site display unit inside the leasing trailer. It’s not a bad setup, though on a random note, no one in their right mind would hang a picture frame so close to the top of their bed. The units will come furnished. For those interested, the rental website can be found here. Also included below at the end are a few interior renders, of the community center, a study lounge, the fitness room and a bathroom (not a part of the walk-through mock-up).

News Tidbits 11/18/2017: Fears and Hopes for the Future

1. Here’s an interesting sale – a 62.1 acre parcel on Troy Road sold for $380,000 on the 13th, less than half the original asking price. The buyer, “Troy Heights LLC”, is registered to the same address as Giora and Limor Fix, a semi-retired husband and wife couple who have acquired a number of rental properties around the area over the past decade, with 43 or so units worth something in the ballpark of several million dollars (units are marketed by the Fixes under the name “Homes-for-you Rental Properties”).

The Troy Road property is intriguing because there was a development proposal floated there a few years ago. Rural Housing Preservation Associates LLC had proposed a 130-unit combination of middle-market single family homes, townhouses and small apartment buildings for the site back in 2014; it started as 206 units, the town and neighbors complained it was too big, the project was whittled down to 130, and then the proposal was cancelled by September 2015. Using cluster zoning, the project could have built out 145 units in the low-density residential (LDR) zone, since the town’s cluster zoning allows 2.3 units/acre. STREAM was in charge of the project design, and some of the renders of the never-built apartments can be found here on their website.

So here is a log lot, bought by folks involved in local real estate and with significant assets, under the name “Troy Heights”, which sounds like a project title if anything. I reached out to Giora Fix, and he was kind enough to respond:

“[C]urrently we do not have any concrete plans to develop Troy Road. Once we have them I will be happy to share with you.”

So something to keep an eye on, though it might be a while.

2. Here’s a piece of news from the Times’ Nick Reynolds. With regards to the police consolidation debate, the city wants to have the headquarters downtown on Green Street (likely in that proposed centralized government facility floated for the Central Fire Station site), while the towns would prefer something near the current BPW on the north end of the Northside neighborhood, which offers easy access to Route 13. Consolidation is still a rather unlikely prospect at this time, and there’s little enthusiasm from the more rural parts of the county. But it sounds like the sheriff is keen on killing the city’s ideas before they take off.

3. Bad jobs month for the state, good for Ithaca. The Ithaca metro (Tompkins County) added 1,800 jobs (all private sector) from October 2016 to October 2017, bringing the total to 67,800. The 3.2% increase was the largest gain by percentage in the state over the time period. Unfortunately, the state as a whole lost 11,900 jobs last month, which falls even more to 14,600 jobs when taking away those added by the public sector (government jobs). A study from the Federal Reserve Bank last month notes that upstate economic growth in general has been losing steam over the past year, with exceptions for Ithaca and Albany. New York City is performing reasonably well.

While it’s well and good that Ithaca is doing well, I have concerns about the recent tax reform bill going through Congress. With the potential hit to SALT deductions and the taxation of graduate student tuition waivers, I could see significant negative impacts on the local economy. Given that most communities have property taxes in the range of $2500-$4000/$100,000, a cap of $10,000 as proposed by the House would hit many middle-class and upscale neighborhoods hard. A typical home in Ithaca city is worth about $230,000-$270,000 range at this point, and with about $3779 per $100,000 in property taxes, that means that homeowners with properties valued over $265,000 will take a financial hit, close to half of the homes sold. The Senate’s version removes the SALT deduction completely, affecting all local home buyers. Either case would be a severe blow to the home buying market.

Another concern is the taxation of graduate student tuition waivers as proposed by the House plan. Speaking from experience, I had a waiver that saved me about $14,000/year at the public university where I did my master’s. In my case, seeing that taxes would have cost an extra couple thousand in theory, though the doubling of the standard deduction might have limited its impact on me. A Cornell graduate student is looking at $20,800-$29,500, and could see a tax bill larger than any savings from the standard deduction increase. The Senate version does not tax tuition waivers. Another, lesser factor to consider is that the student loan interest deduction for borrowers on-time with their payments would be eliminated.

On a final note, Cornell’s endowment would be taxed an extra 1.4% under the House bill, as would any college whose endowment is worth more than $250,000 per full-time student. Cornell’s endowment is $6.8 billion, and the school has 23,016 students across all campuses as of Fall 2017. That is over the allowed cap of $5.75 billion as calculated by the bill’s guidelines.

The long story short is that Cornell recruitment takes a hit, as does its endowment, and that could impact current employment as well as future hiring. Politics aside, these “reform” bills are definitely a cause for concern from Ithaca and Tompkins’ economic standpoint.

4. A separate note not so much economic, but something many Ithacans care about – the House bill takes away the historic building rehabilitation tax credit. The renovation of 310 West State Street that I reported in the Voice earlier this week would be off the table without them, and the building will likely be demolished if the credits are eliminated. So the impacts aren’t just economic, but perhaps aesthetic as well.

5. This is looking to be a very quiet late November. For the first time in over a year, the town of Ithaca has cancelled two planning board meetings in a row. Meanwhile, in the city, the only “old business” reviews are final site plan approval for the 601 South Aurora duplex, and final approval for the Brindley Street Bridge replacement.

6. So technically, the Request for Proposals went out for the Green Street Garage site. A site tour for interested applicants is scheduled for December 4th, applications are due by January 23, 2018, and no timetable is given for the selection of the preferred developer. The applications are to include a cover letter, application form, description of project team members with relevant experience, proof of ability operate in NYS, good reputation, financial status, marketing plan, tenant management plan, conceptual designs, financing plan and demonstrated capacity to obtain financing, purchase price, project schedule, community impact benefits statement, schedule, and specific concerns (acknowledgement of site issues and plan to resolve them). A $500 application fee is also required.

Obviously, Ithaca Associates LLC has a huge leg up on the competition, since they not only have a plan fleshed out, they own the ground lease under the eastern end of the garage that everyone else would have to negotiate to obtain. About the only legitimate opening to another developer would be for the western and central portions of the garage, though the city’s requests make it such that anyone else interested had better be thinking big with housing, parking, and other site uses. Saying you’d leave things as-is would be an immediate disqualifier. Unless Fox or Lubin are dreaming up multi-story apartment buildings, it isn’t likely many developers will entertain this RFP. This really feels like it’s just the city stalling for time so they can fully absorb the immensity of the 365-unit, $118 million “Village on the Green” proposal.





News Tidbits 11/11/17: It’s Back

1. One of the reasons for the lull in weekly round-ups has been the lack of smaller news items to fill it with. A few larger items made it into Voice articles, but there wasn’t much of a middle ground between “expand into article” and “not newsworthy”. I’m happy to take comments here about Voice articles, although the blog is intended to cover topics that may not be ready for a full write-up.

As noted in the Voice, there isn’t much before the city of Ithaca at the moment. A sketch plan for infill rental housing at 209 Hudson Street is likely dead in the water as a result of the new South Hill Overlay, and a modest infill plan calls for a duplex at 601 South Aurora on the corner with Hillview Place, which can only be an improvement from the informal parking lot currently there. The modular unit design is thoughtful (varied materials, plenty of windows) if unexciting, and the sidewalks are a plus. The units are physically structured as townhouses, but technically they aren’t, since townhouses are defined by International Building Code as strings of units of three or more.

Meanwhile, things are so slow in the town at the moment that they cancelled their last Planning Board meeting. Before that, the only notable item on the agenda was the Cayuga Ridge renovation, which is primarily internal. Their October Building and Codes Department report indicates a single two-family home was approved, in the Cleveland Estates housing subdivision; virtually all of those duplexes have been intended as student housing.

2. If there is one town that is rather busy next week, it would have to be Lansing. The surface facilities for the new Cargill mine shaft are up for final approval at the Planning Board meeting next Tuesday, more discussion is expected about the Milton Meadows affordable housing plan at the town center, and a couple of minor projects (communications tower, illuminated free-standing sign) are up for review and vote. Neither Cargill not Milton Meadows appear to have changed significantly since their last presentations.

Also scheduled is review of public comments regarding the Comprehensive Plan, which cover several topics, with the most frequent being the Bell Station zoning (park vs. lakeshore low density) and some individuals unhappy with the potential for mixed-use or residential development near their homes or farms. Joe Wetmore has a pretty thorough critique, ranging from unrealistic expectations to discomfort with what he calls “segregated housing” based on income and age. Going political for a moment, I suspect if it weren’t for many progressive town and village boards rushing to join the Article 78 on Cargill, with less than careful thought and discussion of Cargill’s blue-collar workers and their family/friends, Wetmore would be an incoming town councilman (and to be fair, he may end up winning when the absentee ballots are counted and tallied next week).

3. Over in Dryden, just about everything is good to go with Modern Living Rentals’ 42-unit rental complex planned for 802 Dryden Road, next to the Cornell arboretum. The November tweaks were for lighting, landscaping and sidewalk details. The designs of the townhouse strings were reworked in October to include three different designs, to be used twice each (six buildings, seven units each, 42 units/108 bedrooms total). While the materials remain the same, the designs differ substantially in roof lines, architectural detailing and fenestration pattern. At this point, no one would mistake for a recycling of 902 Dryden as they started off as; John Snyder and his team have had the chance to express themselves, and the designs are contemporary and visually interesting. It looks like final approval will be coming potentially soon, which will permit a Spring 2018 – Summer 2019 construction time-frame.

Other than that, the town is reviewing another Tiny Timbers subdivision, this one for 1540 Ellis Hollow Drive. Similar to its counterpart just down the street at 1624 Ellis Hollow Drive, the long, narrow lot would be serviced with an internal driveway for five homes with a little over an acre each, and the rear (northern) 5 acres would be granted a conservation easement, to remain natural space and help protect the Fall Creek watershed. The original plan was a deed restriction, but the town’s conservation board is pushing the easement so that future owners of the land can’t just lift the restriction. They also requested an S-shaped driveway because they feel the slope is greater than Dolph states; an S-shape would also throw the plans out of whack, so let’s see what happens.

On a final brief note, review and discussion is ongoing for a pair of solar arrays off of 2243 Dryden Road, one of 1.3 MW and one of 2 MW.

4. Looking at what’s on the market this week, here’s something for the deep-pocketed investor/landlord who wants to start with an all-new, low-maintenance building. 6-unit 707 East Seneca Street is on the market for $2,999,000. The 6,469 SF apartment building was built just two years ago, after developer Todd Fox bought city surplus land that was once a playground for the closed East Hill Elementary, deeded to the city in 1982 and promptly forgotten for decades until potential liability risks convinced the city to put it up for sale. Each unit is three bedrooms, and according to the advertisement, it generates over $220k in revenue each year, which is not shabby.The property is assessed at $1 million.

It’s a bit surprising that Fox would want to part with a nearly-new building with solid rental potential, and it makes me curious if the funds would be used to fund other Visum projects planned or approved. While Fox did take a financial hit from the cancelled 311 College Avenue project, the amount invested was far less than the sale price for 707 here.

5. Also worth noting, though it’s not good news – The Computing Center’s plans to build a new 4,600 SF headquarters appear to be over. The building site and the approved building plans at Lansing’s 987 Warren Road are up for sale. $499,000 gets you 1.57 acres, the plans, and a single-family home on the eastern end of the property that generates $2,000/month. The project had received an $85,084 tax abatement for the $1.394 million project, which was expected to create six new jobs. For the record, any buyer would need to re-apply for an abatement; the one granted will go unused. At least offhand, it looks like they may have added the jobs (retain 14, add 6, and the website shows nineteen plus the retired founder, and two job postings), but it’s uncertain – they acquired a competitor (Sherpa Technologies) in September, which increased staff to 22. Based off the time of the listing, with the acquisition of Sherpa they may have just led TCC to go a different direction with a new headquarters. What will be, will be.

6. According to construction loan documents filed with Tompkins County, the new 11,180 SF Rite Aid being built at 79 North Street carried with it a $2.71 million price tag. Chemung Canal Trust Company, an Elmira-based bank with branches in Tompkins County, is providing the loan to Dryden Group LLC/Ellicott Development. Ellicott, a major developer out in Buffalo, will be using an in-house contractor team to build out the retail space.

A couple of emails came in asking if this would be a Walgreen’s. On paper, that’s a no – everything filed and documented says Rite Aid, and this was confirmed with the town planning staff. However, Walgreen’s is in the process of acquiring 1,932 Rite Aid stores (leaving Rite Aid with 2,600), and closing several hundred stores that are within close proximity to existing Walgreen’s. It’s possible that the existing Dryden Rite Aid is one of those to be “shut down as part of the sale” as the new Rite Aid-turned-Walgreen’s is being built on the north end of the village. Keep an eye on it.

7. Quick little side note – Ithaca Associates LLC, the development team behind the $110 million Green Street Garage project, is apparently in talks with INHS to manage its affordable housing component. That’s according to Ithaca Urban Renewal Agency (IURA) meeting minutes. So they are serious about meeting the city’s demand for affordable housing with some undetermined percentage of the 365 units. Heck, 60 or 70 units would be a sizable contribution, should it pan out, and it would make the project more palatable since it would clearly have a mixed-income aspect to go with its mixed uses.

8. The Ithaca Landmarks Preservation Commission will be taking up discussion again on the Nines, though they are less than pleased with the recent 5-5 tie vote the Common Council had on the Chacona block, broken by the mayor’s vote against historic designation. For me, the fascinating part was having someone like Cynthia Brock, typically opposed to greater density, speak in favor, while pro-development councilors like Ducson Nguyen and Seph Murtagh voted in favor of historic designation. So, it was an unusual breakdown of votes that I would not have predicted, although I had heard before the meeting that it would likely be a close vote.

There is no doubt that anything Student Agencies submits will be scrutinized extra closely, especially if they try to maximize square footage or incorporate design features that don’t mesh with neighboring structures. It’s fair to say that while they lucked out with being allowed to redevelop, the resentment already stirred up means anything proposed will be starting behind the proverbial eight ball, and they would be wise to really put their best foot forward and not rush plans.

Interestingly, it looks like someone, likely but not confirmed to be the Reach Project social service group, plans to submit concept designs for the carriage house that once stood behind the house at 310 West State Street. This is a historic district, so any designs for the drug treatment and potential safe heroin injection “harm reduction” site would need to be approved by the ILPC.

It’s been amusing and a bit excruciating to see some of the comments on the Voice – some people are all about historic buildings; but it tortures them to see these venerable structures used for what they see as a less-enlightened cause than a high-end B&B or boutique office. If zoning laws (and higher authorities, in this case) okay it, so be it. Many historic buildings have humdrum or low-brow histories as factories, home businesses or tenements, and to say they can’t be used for something permitted just because it seems icky is not only illegal, it denies part of the historical element.

7. Intriguing, though I have questions – the city is looking at expanding the use of PUDs from beyond the few industrial zones to city-wide so long as properties are 2 acres. They’re also looking at expanding CIITAP to allow 1-story industrial and waterfront projects, as well as an affordable housing component of 20% on all residential or mixed-use projects with residential components of 10 units or more.

The PUD plan comes on the heels of the new Waterfront zones, which allow residential uses on a greater number of parcels, and is in fact the recommendation of the Waterfront Working Group (WWG), a 17-member group of staff and public who reviewed planned zoning changes to the Waterfront. The city planning staff are amenable, though they suggest a minimum acreage of 2 acres.

With the proposed CIITAP change, the reasoning makes sense, although its effectiveness is questionable. Industrial construction is locally limited and is usually build-to-suit for a specific client. There’s also a strong preference to less dense areas with easy access with lower land values, like Lansing or Dryden. More power to the city I guess, I just don’t see it being utilized. As for the housing component, the intent is good, but the issue always ends up being an issue of “moreness”. Developers often have to build bigger to re-balance expenses and revenue within mixed-income structures. This can make it tougher for them to get financing since it’s a larger, more costly build-out (a bigger financial risk, all other things being equal). Residents in turn balk at a bigger project with the traffic, aesthetic changes and other impacts it creates, not to mention some still instinctively sneer at affordable housing, mixed-income or not. It’s not an outright deal-breaker, but it is something to keep in mind.

The PUD can be troublesome since it’s a sort of “DIY zoning”, which would make existing rules pointless and a lot of upset voters if allowed without some big stipulations. 2 acres would limit many projects in the core of the city, but if you happen to be, say, a major landowner along the Waterfront or in the vicinity, like Guthrie or Cayuga Medical Center, it’s basically a red carpet invitation, as it allows them to set the bounds for a project. Notably, neither of those two fall within CIITAP’s boundaries, so while they wouldn’t be eligible for the tax abatement, they also don’t have to worry about the affordable housing component if they choose to do something with housing in the mix.

 





The Maplewood Redevelopment, Part I: History and Planning

Being as large and complex as it is, it was hard to figure out a way to present the Maplewood project clearly and coherently. After some thinking, it seems the best combination of clarity and detail will be to split it into three sections. This section, Part I, will be an overview of the site history and project planning. Part II will examine and break down the site plan with all of its contributing structures. Part III will be the regular construction update, which will be bi-monthly just like all the others.

Quick primer note – Maplewood Park was the name of the old complex. The new one is just called “Maplewood”. With the shorthand for Maplewood Park being Maplewood, it can get confusing.

Let’s start with the background. Love it or not, Cornell University is one of the major defining organizations of the Ithaca area. It employs nearly 10,000 people and brings billions of dollars in investment into the Southern Tier, Tompkins County and Ithaca. That investment includes the students upon which the university was founded to educate.

Traditionally, neither founder Ezra Cornell nor first university president Andrew Dickson White were fans of institutional housing. Their preference was towards boarding houses in the city, or autonomous student housing (clubs, Greek Letter Orgs, etc), where it was felt students would learn to be more independent. This mentality has often underlain Cornell’s approach to housing – it’s not a part of their primary mission, so they only build campus housing if they feel it helps them meet academic and institutional goals. If many potential students are opting for other schools because of housing concerns, or the university is under financial strain because it has to subsidize high housing costs in their scholarships, then Cornell is motivated to build housing in an effort to improve its situation and/or become more competitive with peer institutions.

With that in mind, being one of the top-ranked schools in the world means that, in the historical context of the university’s goals and plans, new housing is rarely a concern. Cornell will update housing in an effort to be more inclusive and to improve student well-being, but with labs, classrooms and faculty offices taking precedence, building new housing is rarely an objective. Only about 46% of undergrads live on campus, and just 350 of over 7,500 graduate and professional students.

From 2002 to present, Cornell has added 2,744 students, with a net increase in Ithaca of about 1900. The net increase in beds on Cornell’s Ithaca campus during that same time period is zero. While Cornell did build new dorms on its West Campus, they replaced the University “Class of” Halls. 1,800 beds were replaced with 1,800 beds. In fact, the amount of undergraduate and graduate housing on campus had actually decreased as units at Maplewood Park and the law school Hughes Hall dorm were taken offline, either due to maintenance issues, or for conversion to office/academic space. When the announcement for further decreases came in Fall 2015, I wrote a rare Ithaca Voice editorial, and even rarer, it brought Cornell out to the proverbial woodshed for poor planning and irresponsibility.

To be fair, while Cornell was the guilty body, removing housing isn’t a problem on its own. It’s when the local housing market can’t grow fast enough to support that, that it becomes a problem. The Tompkins County market is slow to react, for reasons that can be improved (cumbersome approvals process) and some that can’t (Ithaca’s small size and relative isolation poses investment and logistical hurdles). In the early and mid 2000s housing was added at a decent clip, so the impacts were more limited. But housing starts tumbled during and after the recession, and it was unable to keep up. As Cornell continued to add students in substantial quantities, it became a concern, both for students and permanent residents.

By the mid-2010s, Cornell was faced with financial strains, student unhappiness and worsening town-gown relations, all related to the housing issue. As a result, the past couple years have become one of those rare times where housing makes it close to the top of Cornell’s list of priorities.

In weighing its options, one of the long-term plans was to redevelop the 17-acre Maplewood Park property. The property was originally the holdings of an Ellis Hollow tavern keeper and the Pew family before becoming the farmstead of James and Lena (sometimes Lyna) Clabine Mitchell in the early 1800s. In 1802, James was passing through from New Jersey to Canada with plans to move across the border, but stopped in the area, liked it, and bought land from the Pews, then moving the rest of his family up to Ithaca. Apparently there’s a legend of Lena Mitchell attacking and killing a bear with a pitchfork for eating her piglets. Many of the home lots in Belle Sherman were platted in the 1890s from foreclosed Mitchell property.

Like many of the Mitchell lands, it looks like the property was sold off around 1900 – a Sanborn map from 1910 shows a brick-making plant on the property along the railroad (now the East Ithaca Rec Way) and not much else for what was then the city’s hinterland. It’s not clear when Cornell acquired property, but by 1946, Cornell had cleared the land to make way for one of their “Vetsburgs”, also known as Cornell Quarters. The 52 pre-fabricated two-family homes were for veterans with families, who swelled Cornell’s enrollment after World War II thanks to the GI Bill. Once the GIs had come and gone, Cornell Quarters became unfurnished graduate housing, geared towards students with families, and international students.

The Cornell Quarters were meant to be temporary, and so was their replacement. In 1988-89, the university built the modular Maplewood Park Housing, with 390 units/484 beds for graduate and professional students, and an expected lifespan of 25 years. The intent was to replace them with something nicer after several years, but given Cornell’s priorities, and housing typically not among them, it fell to the back burner. As temporary units with marginal construction quality and upkeep, poor-condition units were closed off in later years, and capacity had fallen to about 356 beds when the complex’s closure was announced in May 2015 for the end of the 2015-16 academic year.

Cornell had long harbored plans to redevelop the Maplewood site – a concept schematic was shown in the 2008 university Master Plan. After weighing a renovation versus a rebuild with a few possible partners, the university entered into an agreement with national student housing developer EdR Trust to submit a redevelopment proposal. The partnership was announced in February 2016, along with the first site plan.

The core components of the project were actually fairly consistent throughout the review process. The project would have 850-975 beds, and it would be a mix of townhouse strings and 3-4 apartment buildings, with a 5,000 SF community center to serve it all. The project adheres to New Urbanist neighborhood planning, which emphasizes walk-ability and bike-ability, with interconnected and narrow streets, and parking behind buildings rather than in front of them. Energy-efficient LEED Certification was in the plans from the start.

 

However, the overall site plan did evolve a fair amount, mostly in response to neighbor concerns raised through the review process. Many residents on or near Mitchell Road were uncomfortable with multi-story buildings near them, so these were pulled further back into the complex, and late in the process the remaining Mitchell Street multi-story buildings were replaced with very-traditional looking townhomes with a smaller scale and footprint. More traditional designs were also rolled out for the pair of townhouse strings closest to Worth Street, since neighbors noted they would be highly visible and wanted them to fit in. The building planned in the city’s side was also pulled inward into the parcel early on due to neighbor concerns – it became an open plaza and bus stop. The university was fairly responsive to most concerns, although the most adamant opposition didn’t want any multi-story units at all, and really preferred as few students and as few families as possible.

For the record, that is every site plan I have on file. Go clockwise from top left for the chronology. So from beginning to end, there were at least five versions made public. The final product settled on 442 units with 872 bedrooms, with units ranging from studios to 4-bedrooms.

It’s also worth pointing out that the town of Ithaca, in which the majority of the property lies (the city deferred the major decision-making to the town), had a lot of leverage in the details. The town’s decades-old zoning code isn’t friendly to New Urbanism, so the property had to be declared a Planned Development Zone, a form of developer DIY zoning that the town would have to review and sign off on. Eventually, the town hopes to catch up and have form-based code that’s more amenable to New Urbanism. The town also asked for an Environmental Impact Statement, a very long but encompassing document that one could describe as a super-SEQR, reviewing all impacts and all mitigation measures in great detail. Some details were easier to hammer out than others. The trade unions were insistent on union labor, which Cornell is pretty good about, having a select group of contractors it works with to ensure a union-backed construction workforce. Also, at the insistence of environmental groups, and as heat pumps have become more efficient and cost-effective, the project was switched from natural gas heat to electric heat pumps, with 100% of the electricity to come from renewables (mostly off-site solar arrays).

Taxes were a bit more delicate, but ended up being a boon when it was decided to pay full value on the $80 million project. It was a borderline case of tax-exemption because Cornell would own the land and EdR would own the structures, and lease the land for 50 years; but Maplewood Park was exempt, so it could have been a real debate. Instead, EdR said okay to 100% taxation, which means $2.4 million generated in property taxes on a parcel that previously paid none. Some folks were also concerned if the schools could handle the young child influx, but since Maplewood Park only sent about 4 kids to the elementary school on average, and the new plan would send 10 students when the school has capacity for another 26, so that was deemed adequate.

On the tougher end, traffic is a perennial concern, and Cornell wasn’t about to tell graduate and professional students and their families to go without a car. Streetscape mitigations include raised crosswalks, curbing, and landscaping, EdR is giving the town $30,000 for traffic calming measures (speed humps and signage) to keep the influx of residents orderly and low-speed. A new 600,000 gallon water tank also has to be built (planned for Hungerford Hill Road).

One of the thorniest issues were the accusations of segmentation, meaning that Cornell was falsely breaking their development plans up into smaller chunks and hiding their future plans to make the impacts seem smaller. This has come in the context of the Ithaca East Apartments next door, and the East Hill Village Cornell is considering at East Hill Plaza. However, neither were concrete plans at the time, and still aren’t – to my understanding, Cornell had some informal discussions about Ithaca East but decided against it early on in the process. And they only just selected a development team for EHV.

In the end, many of the concerned neighbors and interest groups were satisfied with the changes, and actually lauded Cornell and EdR for being responsive. The EIS was formally requested in May 2016. The Draft EIS was accepted in August 2016, public meetings on it were held in October, and the Final EIS was submitted at the end of October. After some more back-and-forth on the details (stormwater management plan, or SWPPP), the Final EIS was approved right before Christmas and the project was approved in February 2017, starting work shortly thereafter for an intended August 2018 completion. With the wet summer, the project managers asked for a two-hour daily extension on construction (8 am-6 pm became 7 am -7 pm) to meet the hard deadline, which the town okayed with a noise stipulation of less than 85 decibels.

Rents for the project, which include utilities, wireless and pre-furnished units, are looking to range from $790-$1147 per bed per month, depending on the specific unit. Back of the envelope calculations suggest affordability at 30% rent and 10% utilities, for 40% of income. Cornell stipends currently range from $25,152-$28,998, which translates to $838-$967/month.

On the project team apart from Cornell and Memphis-based EdR are Torti Gallas and Partners of Maryland, New Urbanist specialists who did the overall site plan and architecture. Local firms T.G. Miller P.C. and Whitham Planning and Design are contributing to the project as structural engineer and public relations representative respectively. SRF & Associates did the traffic study. Although not mentioned as often, STREAM Collaborative did the landscape architecture for the project. The general contractor is LeChase Construction of Rochester.

News Tidbits 7/22/17: Throwing Darts

1. Let’s start off the week with a little intrigue. A vacant 12.34 acre property on Wiedmeier Court in Ithaca town sold for $65,000 earlier this week – given that it was on the market for five years and marketed for development potential, the sale merited a closer look.

At first glance, it seemed to merit a shrug. The buyer was an LLC that could be traced back to a CPA in the San Francisco area, a woman of retirement age. The profile fits the deep-pocketed subset who might buy a sizable slice of land near Ithaca, and build a home for their retirement enjoyment. Not uncommon in Tompkins County.

Then on Wednesday, the same buyer purchased 114 and 122 Birdseye View Drive from the Cleveland family for $485,000. 122 is a 4-bedroom single-family, and 114 a 3-bedroom single-family. Both are next to IC, nearly new houses in a development otherwise filled with small-scale student housing. So, things just got more interesting. We’ll see if anything comes of the Wiedmeier property.

2. Just briefly touching on Hamilton Square this week – one of the questions I previously held off on addressing was the possibility of the abatement. Although the county has said they’re open to considering affordable housing tax abatements or PILOTs (Payments In Lieu Of Taxes) as part of their housing strategy, housing itself usually isn’t enough to merit a visit to the IDA. But with the addition of the nursery/daycare, it bared similarities to 210 Hancock, which cited its planned daycare center and the new jobs at the center in its PILOT request.

So, I asked what the plan was. Here’s the response from INHS’s Real Estate Development Director, Joe Bowes:

“We are not seeking an abatement from the IDA for the project.  If the day care is a non-profit then it would be tax exempt without the need for an IDA abatement.  The housing does not need the abatement in this case so it will be assessed and will pay property taxes.  210 had other reasons for requesting an abatement.”

Emphasis his. In the documentation on Hancock, the abatement was partially driven by the acquisition cost of the property and the need for a deep pile foundation. The buildings are much smaller at 46 South Street, so a slab/shallow foundation is suitable, and it helps that Trumansburg’s soil is less water-logged and more stable than Northside’s. This results in a lower development cost per square foot, so although they arguably could (and upset the neighbors even more), INHS isn’t pursuing a PILOT or abatement. The only tax savings will be for the eleven affordable owner-occupied units, which will be assessed for what they can sell for within the Community Housing Trust, rather than a market-rate value. This has the county’s support, because taxing a townhouse for double the value of what the lower-middle class homeowner could sell it for undermines its affordability.

3. Here’s an interesting note from Lansing regarding the Cornerstone land purchase. The first phase on 13.5 acres would be 68-72 units. The second phase on the remaining 8.9 acres would potentially host another 72 units. All of these would be affordable. This might cause a backlash as too much, but if one of the phases was general affordable housing, and the other affordable senior housing, then that might negate most of the blowback. Anyway, something to watch for.

On another note, the modified PDA for the Village Solars has a stipulation that the community center/mixed-use building (“F”, green dot) has to be completed by the end of 2020, and only 4 of the 9 other buildings will be approved before the community center is complete. Everything north of Circle North will not be allowed to start construction until the community center is open. This suggests a build-out of #116/#102, 2017-18, #2/#22, 2018-19, Community Center 2019-2020, #117/#36 2020-21, and K, L and M would be built in 2021-22.


4. Laurels and darts. Here’s a dart. The town of Ithaca is seeking to, once again, extend its moratorium on two-family properties. When the law was enacted in early May 2016, it was supposed to be for 270 days, meaning an early February expiration. Then it was extended to the end of July. Now they want to extend it to the end of October, which given the seasonal nature of construction, effectively stops all new two-family properties through the winter of 2017/18.

I’ll be frank. This is not a good look. There were a number of concerns from property owners when the law was proposed for a length of one year, was unfairly long, and the town has not only realized their concerns, it’s exceeded them. The town is establishing a bad faith precedent through what property owners will complain as either being ill will, or incompetence. Part of me is concerned that anyone fighting the town on something, be it zoning, development, conservation or anything, will use this as an example of how the town “can’t be trusted”. I’ve never been a fan of moratoriums, because they end up seeking extensions. Not impressed to have another example to file away.

5. And on that note, the town of Groton just slapped a six-month moratorium on all solar arrays designed to power more than one house or one agricultural farm. No commercial solar, no community solar. Technically, the law also stops wind turbines and gas pipelines, but the Times’ quotes make it clear this was all about solar.

6. The county legislature finally approved a name to the Heritage Center this week. The “Tompkins Center for History and Culture” was approved 10-2. The previous vote failed due to a number of absent legislators and pushback for not having enough to consider the name. Legislator Chock D-3rd) initially wanted it named for late legislator Stu Stein, but naming buildings after people has been against county policy since the early 2000s. Legislator McBean-Clairborne (D-1st) voted against it because she felt the word “county” should be in there. This has not been a month where local government engenders confidence.

7. Short but interesting city of Ithaca Planning Board meeting meeting up. The only thing up for final approval is the McDonald’s rebuild at 372 Elmira Road, while INHS’s Elm Street and Lakeview’s West End project are set to begin formal environmental review. Here’s the agenda:

Project Description: The applicant proposes to replace the existing 4,800 SF restaurant facility with a new 4,400 SF building, construct a side-by-side drive-thru, install new landscaping, a dining patio, lighting, signage and a masonry landscape wall, as well as reconfigure the parking layout. The project is in the SW-2 Zoning District and requires an area variance. This is an Unlisted Action under the City of Ithaca Environmental Quality Review Ordinance (“CEQRO”), and the State Environmental Quality Review Act (“SEQRA”), for which the Planning Board as Lead Agency made a Negative Declaration of Environmental Significance on June 27, 2017.

Project Description: The proposed project consist of the demolition of two single family homes and one
multiple dwelling and the construction of a single 12,585 SF apartment building with 13 dwelling units, parking for six vehicles, and other associated site improvements. Due to the slope of the site, the building will have 2 stories facing Elm Street and three stories in the rear. The project requires the consolidation of three tax parcels. The project is in the R-3a Zoning district and is seeking two area variances for relief from rear yard setback and parking requirements. This is a Type I Action under the City of Ithaca Environmental Quality Review Ordinance (“CEQRO”)§176-4 (1)(h)[3], and the State Environmental Quality Review Act(“SEQRA”)§ 617.4 (11) and is subject to environmental review.

Project Description: The applicant proposes to construct a five-story L-shaped building with footprintof 10,860 SF and GFA of 62,700 SF on the .81 acre project site comprising four tax parcels (to be consolidated). The building will containing sixty (60) one-bedroom apartments plus associated shared common space (community room, laundry facilities, lounges, and exterior courtyard), support staff offices, program spaces, conference room, utility rooms, and storage. The siting of the building allows for a small landscaped front yard, a south-facing exterior courtyard, and a 16 space surface parking lot in the rear of the site. Site development will require the removal of five structures and associated site elements. The project is in the WEDZ- 1 Zoning District. This is a Type I Action under the City of Ithaca Environmental Quality Review Ordinance (“CEQRO”)§176-4 (1)(k) and (n), and the State Environmental Quality Review Act (“SEQRA”) § 617.4 (11) and is subject to environmental review.

This is Bridges Cornell Heights new 16-bedroom independent living building for seniors. If it’s at the Planning Board, that means the ILPC has signed off on the building and site design.

E. 311 College Ave – Sketch Plan 7:30

This is…curious. 311 College Avenue is The Nines restaurant and bar, and was built in 1905 as fire station No. 9 before the new station opened next door in the late 1960s. The old station was sold off and became the Nines in the early 1970s, and has been under its current ownership since 1980. The top two floors are used for storage, according to county records.

At a glance, it’s a valuable piece of land with a lot of posibilities – MU-2 zoning allows six floors and 100% lot coverage. On the other hand, this is a relative historic property in Collegetown, and development perceived as insensitive will likely see significant opposition. There had been talk by ILPC staff of giving the building historic designation back in February 2016 out of concerns over development pressure, but it seems no formal application was made. So there are options here, but the developer should proceed with caution.
