News Tidbits 5/23: Cast A Discerning Eye

1. Starting off this week’s round-up, here are some new renders of PPM Homes’s apartment project proposed for 215-221 West Spencer Street just south of downtown.

Note that C & D are the same design, but mirrored. The general forms are pretty much the same as the original sketch plan, but the porch and windows have been altered and the rooflines have been tweaked on A and B to give the Spencer Street facade a little more visual interest.

The 12-unit, 4-building project is being described as a “pocket neighborhood”. The two upper buildings closest to West Cayuga will have three two-bedroom units here, and the lower buildings facing West Spencer have a combined four two-bedroom units and two three-bedroom units, for a total of 26 bedrooms in the project. 12 parking spaces are provided as required by zoning. The owner is looking into remote net-metering of an off-site solar panel installation to provide all of the project’s electricity needs. The site will launch into the formal planning board review process next month.

The steeply-sloped 0.47 acre parcel has been vacant for several years, and currently sees use as an informal 12-space parking lot. The property was originally marketed for affordable housing projects only, but received no purchase bids. Once the affordable stipulation was removed, the parcel was marketed once again, and Ed Cope bought the parcel for $110,000 on March 6th.

The building designs are the work of local architect Noah Demarest of STREAM Collaborative.

Random aside, I just found out that PPM’s Ed Cope is a Cornell biologist. And here I thought writing this blog and being an air quality scientist was an interesting contrast.

2. There might have been a day in not-too-distant past where someone said, “You know what Ithaca needs? Mini-golf.” Apparently someone heard those wishes. the Town of Ithaca’s Planning Committee will be looking at a possible zoning modification down near the intersection of Elmira Road and Seven Mile Drive that would allow a mini-gold establishment to move forward.

Stretching my memory here a bit, I seem to recall a mini-golf place up by Trumansburg, but if my google search is any indication, it closed a couple of years ago. I suppose there’s a niche to be filled.

Now comes the question of, “Does this fit with the town’s new Comprehensive Plan?” Here’s the description the town proposes for the Inlet Valley Gateway, including the area in question:

The Inlet Valley Gateway district is intended to be a setting for a mix of office, small-scale retail, hospitality, and tourism and agritourism uses, with low-impact light industrial, artisanal industrial, and skilled trade uses.
The scale, architecture and landscaping of future development will need to be carefully designed and articulated.

This area should retain a semi-rural character, with deep setbacks from arterial streets, wide spacing between uses, landscaped front yards, and vehicle parking sited on the side and/or rear of structures. Shared curb cuts will reduce potential conflicts with highway traffic. Sidewalks should follow streets, with connections to adjacent areas planned for residential development. Architectural design, landscaping, and site planning regulations should apply to all uses in this area, including industrial uses. Agglomeration of mechanical commercial uses, and incremental expansion of commercial zoning resulting in strip commercial development, will be strongly discouraged.

It sounds like that if the site is designed right, it could be a good fit. Probably a better fit than the Maguire’s dealership/HQ plan that was shelved a few months ago.

3. Here’s a couple of photos of the new duplex being built at 514 Linn Street. Each unit will be 3 bedrooms, and the apartments will be completed this summer. The building is being built on the foundation of the previous home that existed on the site, which dated from the late 1800s and was a near-copy of the peach-colored house next door. 514 Linn is being developed by the Stavropoulos family, who run the State Street Diner.

4. In an effort to win over the city, Texas Roadhouse is tweaking their proposed restaurant off of S. Meadow/13. Latest render here. Members of the planning board have previously expressed concerns that the original design had the entrance facing northward into the parking lot rather than the street, and that not enough attention was being placed on the street-facing west side. If the render is any indicator, the modified proposal still has a primary entrance on the north side of the building, but the street-facing side has a handicapped entryway, and the landscaping has been spruced up. Dunno if it’s what the board quite wanted, but they’ll decide if it’s good enough during their meeting next week.

5. Looks like Pat Kraft’s Dryden South project (205 Dryden) has a website up and running. The 10-unit, 40 bedroom project will start site clearing in a few weeks, with excavation/foundation work going through the summer (according to an interview conducted by the Sun, Kraft hopes to have structural steel rising by the time students get back in late August). The 6-story, 65′ building will house Kraftee’s on its first floor, with two units of four bedrooms each on each floor above. units will be available for rent starting next August.

A neat little detail from the site is this old conceptual sketch done by Jagat Sharma for the site. Note the April 2009 date at lower right; this project has been in the planning stages for years, even though it only hit the Planning Board last Spring. On a personal note, I’m glad this hulking box didn’t end up being the final design.

6. For those interested in what’s going on with Simeon’s, here’s an updated sketch design of the rebuild, courtesy of the Ithaca Landmarks Preservation Council (ILPC). The somewhat controversial side balcony/overhang is gone. About the only major difference between the original entrance and the rebuild is the location of the front door, which is now on the left (west) side instead of being in the center.

7.. Looks to be a quieter meeting for the planning board this month. No new sketch plans, and only one project, Texas Roadhouse, is being considered for approval. Here’s what’s up for discussion at Tuesday’s meeting:

IA. A minor subdivision to create a new home lot a 212 Hook Place on West Hill.

IB. A minor subdivision to divide a property on Hector Street on West Hill. The sisters applying for the subdivision are splitting the land among themselves but intend to keep both lots “Forever Wild”.

IIA. 210 Hancock gets its public hearing and possibly its Determination of Environmental Significance (which if okayed means that the project can be considered for prelim approval in June). I’m hearing there might be opposition mobilizing against the project. Given how transparent the whole design process has been, and that this is affordable housing in an urban area that struggles with housing costs, I’m going to be very, very disappointed if this happens.

B. Texas Roadhouse is up for Determination of Env. Signif. and possible Prelim/Final Site Plan Approval

C. Tompkins Financial’s new HQ will be reviewing parts of its Environmental Assessment Forms; no decisions expected

D. Declaration of Lead Agency (Planning Board agrees to conduct review) for the Maguire Fiat addition.

The board will also be conducting a review of State Environmental Quality Review (SEQR) forms used in determining environmental significance.





News Tidbits 9/6/14: What Makes A Neighborhood?

1. A trio of notable articles from the IJ. The first one is about the 128 West Falls Street development (previously discussed here), and the negotiations done with neighbors in order to make the project acceptable to the neighborhood. The developer (Heritage Builders) and the neighbors worked together for a compromise. Some of the neighbors are still upset about their being any development at all (in which case, I must ask why does one live in an inner city neighborhood with vacant land), but if most of them are on board, I’m glad they and the developer were able to address each other’s needs and concerns and come to a reasonable solution. There are still people willing to make compromises, thankfully.

2. Article number two has already been foreshadowed by Ithaca Builds, namely that old Elmira Road is getting a more pedestrian-friendly makeover. Bike lanes, sidewalks (only on the north side due to budget cuts), curbing, all in an effort to make it more friendly to all street users, from walkers to bikers to drivers. And it’s only going to take three days? Color me surprised.

At least one building on Elmira Road will be getting a makeover soon – a renovation prepared by local firm STREAM Collaborative will turn the old BOCES Building at 214 Elmira Road into the the Finger Lakes ReUse Center’s new headquarters.

3. Piece number three is that, surprise surprise, Ithaca has a higher cost of living then most other upstate cities. Most upstate cities are a little below the national average (4-12% less). Ithaca is nearly 6% above. Ithaca has the highest cost of living outside of the the New York City and downstate metros. If anyone feels uncomfortable using numbers from a conservative think tank, here’s their government source. Personally, I always just go with Sperling’s. Taking a closer look at those numbers gives a big clue why Ithaca is more expensive – the housing cost is over 31% above the national average. Every other parameter is virtually average. except that one.

I’ll give an example: Syracuse and Ithaca are only about 50 miles apart. On a scale with 100 equaling the national average, Syracuse has a score of 88.9, Ithaca 113.4. Quite a difference. Food, utilities and transportation are cheaper in Ithaca. But housing is astoundingly different – Ithaca’s 131.2 to Syracuse’s 45.4, which is what causes the disparity. Granted, I know that for many, living in the Syracuse area is undesirable (and I say this as someone originally from the Syracuse metro). Ithaca is in demand, ergo, prices for homes and apartments go up. But as middle-income families feel the pinch, spiraling housing costs pose a serious concern to the region’s economic well-being.

4. Now for a piece from the Cornell Daily Sun, an informative piece they did about the recently-approved 205 Dryden (Dryden South) project by Pat Kraft. No shocking revelations, but the interview with Kraft is a nice asset. I do take some umbrage with his complaint that the Collegetown form zoning makes it feels like he’s not developing anything, and he’s being told what he can build. There are reasons for that. Certain landowners have a blemished track record, and this is better than years of bickering with city agencies because of someone’s artistic license, or more likely, profit maximizing through value engineering.

5. Stone Quarry is getting really nasty, really fast. INHS has retained the services of Philips Lytle out of Buffalo (the same law firm that handled the indefinitely-postponed 7 Ridgewood project). Meanwhile, neighbors are demanding that the HUD funds for the subsidized project are withheld, on the grounds of environmental issues, not having enough time for community notice and comment, and that the project is “incompatible” with the neighborhood. They’re considering a legal challenge to stop the project, which was approved during August’s PDC meeting. There’s a ton of documentation that’s been uploaded in recent days – a 1,189 page environmental assessment report for the site, public notices, and so on, and so on. The city has also released point-by-point rebuttals to the filed complaints, and formally requested that HUD release the approved funds. If I had a workday where I just had to write rebuttals all day long, I might be hitting the bottle when I go home. I’m going to call out one statement, this being from a group called the SRNA (Spencer Road Neighborhood Association) – they describe the neighborhood as being full of affordable housing, and run off some examples. The first is an 18-unit townhome project at 324 Spencer Road, called the Belmont Apartments. I’m familiar with this development because they advertise their townhomes as “NEW” on Craigslist, even though they were built in 1995. Rents there run from $1100$1250, which is about equal to, or a little above the area mean. It’s middle-income, market-rate housing. Affordable in context is the cute word agencies substitute in for low-income housing, so using it to describe a market-rate, middle-income project seems misleading.

The second is the primary reason why I’m writing this whole thing – discussions of a 14-15 townhome development at 661-665 Spencer Road by local low-income services group TCAction (that address also happens to be their headquarters). I checked the minutes they cited and I can’t find any record of that. It could have been said and just not recorded in the minutes, but that seems like an odd thing to leave out. The three duplexes at 634, 636 and 638 Spencer check out, and they were built in 2008/2009.

Like many projects lately, tempers will be flaring, so for those of us without a dog in this fight, we might as well break out the popcorn and watch this boxing match play out from our ringside seats.

6. Here we have the projects memo for proposals to be discussed at September’s Planning and Development Board meeting on the 23rd. No curveballs here; the project memo only reviews projects that have already been seen and have had initial comments (sketch plan), so everything here has come up at least once before. 128 West Falls Street will be looking for PDB declaration of lead agency (the board’s agreement to conduct formal design and environmental review) and recommendation to go to the BZA for zoning variance. The Hampton Inn downtown is looking to obtain PDB declaration of lead agency, as is the Chain Works District on South Hill. The Chain Works is probably the vaguest proposal they’ve had to review, because it’s over 15 years and the developers have only a couple ideas fleshed out on the Emerson site’s redevelopment. It also makes a few voters wary because once the environmental review is complete and the developer’s T1, T4 and T5 zones are approved, the developers have an enormous degree of freedom to develop the site as they see fit because it’s a PUD, a Planned Unit Development. They’re also using the town’s equivalent, called PDZ, for the portion of the 95-acre site in Ithaca town. For more about these details, Jason at Ithaca Builds offers a great summary here.

307 College and 323 Taughannock are up for final approval, and 327 Eddy for preliminary approval. There’s also a couple of minor zoning changes up for review.

7. Here’s your morbid amusement for the week – the Lansing school district might have difficulty installing its new septic system because it could be disturbing a previously-unknown Native American burial ground. I think we have a plot point for the next Stephen King novel.





News tidbits 6/16/14: Modifications, Design Tweaks, Same Thing

I figured I’d just bundle these projects together, since they all have minor tweaks or new details that should be noted, but wouldn’t need their own entries. 400 Spencer Street (Stone Quarry Apartments), 307 College Avenue (Collegetown Crossing) and 205 Dryden Road (Dryden South).

First, the Stone Quarry Apartments. Letter documenting updates here, exterior materials and playground design here, revised drawings here. With six different siding colors planned, this 35-unit complex is going to be very colorful. Since the renders last month, the 19-unit apartment building shows only minor changes, and the townhouses (2 sets of 8) have been reoriented to avoid that awkward break in the middle of the units that looked like a broken eave.

As for Collegetown Crossing, the number of units and rooms has been tweaked again, to 46 units (from 43) and 96 bedrooms (from 98). Full Environmental Assessment Form (FEAF) here, Site Plan Review (SPR) cover letter here, application here, drawings here.  The cost of construction will be $5 million, and go from February 2015 to August 2016. The drawings look nearly the same, some slight changes in the massing and more windows on the second floor’s northwest face.

Lastly, 205 Dryden. The prison slit windows are gone from the west face, replaced with a cutout for windows on each floor. The slit windows remain on the east face. FEAF here, SPR cover letter here, application here, drawings here. Oddly enough, this one is also budgeting $5 million, and a Feb 2015 to August 2016 construction period. Being that they’re both by the same architect, I wonder if that’s correct, or if someone was just a little too liberal with the copy-and-paste. The building will be 65’0″, and have retail on the first floor and 10 4-bedroom units on the upper five floors.

“Dryden South” Proposed for Collegetown

Being that is a completely new project, I decided that rather than include this as an update in the previous planning board entry, I’d give it’s own blog post.

The site in question is 205/207 Dryden – what my Cornell contemporaries know as the old Kraftee’s building, and what the newest graduates know as the new Kraftee’s building. Kraftee’s is one of the local private college department stores, and opened its second location in Ithaca in December 2002 (the first store opened in Herkimer in 1989, moved to Oswego in 1990, and is still open today). Owner Pat Kraft bought 205 Dryden in 2004, and in January 2008, moved its store to the old convenience store next door (325 College Avenue, now the home of PopShop). In fall 2011, Kraftee’s moved back into the Dryden Avenue space after 325 College was sold to John Novarr, and he decided to not renew Kraft’s lease.

This I find very interesting. There are 5 parcels on the south side of the 200 block of Dryden Road in Collegetown; 4 are owned by Novarr’s company. Kraftee’s was the fifth. According to the rumor mill, Novarr’s Dry-Lin LLC may have made an offer to buy the property from Kraft; had they succeeded, they would have had the opportunity to consolidate their parcels and control an entire block in the heart of Collegetown, and build a potentially massive project. But, for whatever reason, no deal was made.

Turning back to the building proposed, what we have is a mixed-use structure designed by local firm Sharma Architects, 6 stories tall. “Dryden South”, as the building is called, would have about 2400 sq ft of retail space on the first floor, and the upper five floors would have 10 units of student apartments with a total of 40 bedrooms. The sketch plan only consists of the page below, but the pdf is here.

To be honest, the design is par for the course for Jagat Sharma et al., lots of brick with a little visual interest on the street-facing side. Not unlike any of the dozens of midrises they’ve thrown up in the NYC boroughs over the past few years. Personally, I despise the prison-slit windows proposed for the west facade, but it’s also an acknowledgement that the developer fully expects Novarr to propose something of his own for that corner in due course. We’ll see how this evolves as it moves forward to the planning board.
